Retreat from flood impacts - where does it fit in the mix of options?

Retreat CoP

In Queensland, the township of Grantham was relocated from the floodplain to higher ground post the extreme 2011 floods.

Where is that thinking or option in the current realm of options? There is a contiumn of solutions in the defend-adapt-reteat framework and where might the emphasis best fit?

This event is triggered by a visit from American Professor - Nicholas Pinter. He describes himself as a river/flooding person, although "managed retreat" is a part of his broader intrest. In the USA, there have been around 30 town relocations and they span a remarkable range of successes and failures and human foibles; each one is a colorful story, and together they are a guidebook for future managed retreat. Nicholas is also involved in similar research in Japan.
